In times of Fourth Industrial Revolution, in which information technology permeates all activities, the Federal Government acted correctly in establishing the services of ICTs, Internet, Telecom and Data Centers as essential for the functioning of public and private services in this critical moment.

The IT sector will be a lever to help Brazil out of the crisis by modernizing the country, strengthening its international competitiveness. The IT sector is and will be one of the economic sectors that will generate more jobs in the country and that will absorb part of the jobs of other sectors most affected by the crisis. ABES is committed to its purpose of building a Healthier, More Digital and Less Unequal Brazil, in which information technology plays a key role in the democratization of knowledge and the creation of new opportunities for all citizens affected by the Covid-19 (coronavirus) pandemic.

With the objective of corroborating the mitigation of the impacts that the entire Brazilian economy will face in the coming months, especially with regard to the liquidity of the private sector, ABES has proposed a series of recommendations following the latest government measures, discloses and supports actions to resume growth, content that has daily updates.

From the first plan presented, ABES considers that several claims have been met, even if partially. The association values these advances, thanks the Federal Government for listening to the sector and continues to work to achieve other goals and perfect the measures achieved.   

The most recent version of the ABES Action Plan is available for download. It consists of the following proposals for economic measures:

• Extension of Labor Charges for 12 months and exemption from payroll;
• Settlement of State commitments to Suppliers;
• Credit lines;
• Extension of Tax Maturity;
• Facilitation and flexibility in the presentation of guarantees.

Below we present a balance of the claims already attended and that benefit the IT companies:

1. flexibilization of guarantees for obtaining financing lines, which help in the operationalization of credit at the tip for the entrepreneur (MP 958/2020 and PRONAMPE);

2. waives, until September 30, the presentation of several certificates for obtaining credit in public financial institutions and their subsidiaries (MP 958/2020).

In addition, some claims have been partially addressed by the government and also benefit IT companies:

1. the use of the Guarantee Fund of the Union, with no financial counterpart from the companies (PRONAMPE, PL 1282/2020 awaiting presidential sanction);

2. suspension of the employment contract and payment of part of the salary as a living allowance during the pandemic (MP 936/2020).

Measures that we are still working on to be fully met:

1. the possibility of the entire salary being transformed into allowances during the public calamity period, which contributes to the payroll tax relief;

2. maintenance of public contracts, settlement of Union debts with suppliers and agility in the payment flow.
