\n\tThe 8th Brazilian Congress of Industry Innovation, in S\u00e3o Paulo, was the stage for the launch of Finep Inovacred 4.0, a new action to promote business innovation in areas such as internet of things, big data, cloud computing, digital security, advanced robotics, digital and additive manufacturing, artificial intelligence and digitization. The announcement was made by the president of Finep, General Waldemar Barroso, during the Innovation Policy Session: Long-Term Challenge, held on Tuesday (11\/6).
\n\t
\n\tInitially, R$ 200 million will be made available in the credit modality. The idea is to support the formulation and implementation of Strategic Business Digitalization Plans that cover the use, in production lines, of services for the implementation of Industry 4.0 technologies. Small to medium-large companies are eligible for financing, with annual revenues of up to R$ 300 million.
\n\t
\n\tPrepared by Finep in partnership with the National Confederation of Industry (CNI), and the Ministries of Economy (ME) and of Science, Technology, Innovation and Communications (MCTIC), the Action aims to stimulate the increase in the productivity of the industry in the Country, being the first initiative of the Brazilian Chamber of Industry 4.0, formed by more than 30 entities representing the government, companies and academia.
\n\t
\n\tStill in the pilot phase, the new project is fully aligned with the Action to Foster Innovation in the Internet of Things \u2013 Finep IoT, launched in June 2018, with resources of around R$ 1.5 billion. Finep IoT primarily supports projects that result in innovations in products, processes and services based on digital technologies. The objective is the integration of virtual and physical environments in manufacturing processes, agribusiness, urban development, health and service chains. With the launch of Finep Inovacred 4.0, support for the formulation and implementation of digitization plans in smaller productive companies is now carried out through a new model.
\n\t
\n\tInovacred 4.0 operations will be supported in a decentralized manner by state agents accredited by Finep. The novelty seeks to simplify the processes of analysis and monitoring of proposals, in order to allow greater agility in the contracting and release of resources. The proposed model brings as a differential the use of integrating companies, which design and implement digitalization plans in productive companies. Specialized in the provision of adaptation, customization and software development services; automation of production processes and management of industrial activity, the integrating companies will be previously accredited by Finep, as well as their services.
\n\t
\n\tFor accreditation, the size, proof of capacity and technical and managerial quality in the implementation of digitalization plans will be taken into account, in addition to the recommendation of suppliers of programs and equipment linked to Industry 4.0 technologies. The list of authorized integrators as well as the validated services will be available for consultation on the Finep website.
\n\t
\n\t\u201cIn general, a company cannot implement a solution that encompasses Industry 4.0 technologies without consulting an integrator company, so this is the great differential of Finep Inovacred 4.0\u201d, says the Superintendent of Innovation at Finep, Newton Hamatsu. According to him, the expected impact is a gain of at least 20% in the productivity of beneficiary companies.
\n\t
\n\tThe digitization plans submitted must have a maximum value of R$ 5 million. The limit was established based on a study carried out by CNI which stipulated around R$ 1.5 million - which may reach between R$ 3 million and R$ 5 million - the average value of an industry 4.0 digitization plan, including when implemented by companies larger.
\n\t
\n\tTable of Debates<\/strong>

\n\tBarroso participated in the last round of the Congress, which dealt with public and private financing for innovation, which also had the presence, among other panelists, of Paulo Alvim, Secretary of Entrepreneurship and Innovation at MCTIC. According to Alvim, "we have advanced a lot in the last 20 years. Innovation is not discourse. It is a path. It is the way to guarantee productivity. We need an ecosystem that guarantees the continuous process of innovation. Let's move from the hacksaw model to exponential models". General Barroso complemented the speech: "Finep and MCTIC are working with priority, focus, convergence and working as a team. The idea is the continuous construction of a national project, focused on the innovative environment with partners like CNI. Finep and our programs always, in order to understand local realities".

\n\tCarlos Am\u00e9rico Pacheco, Director-President of the Technical-Administrative Council of Fapesp, was also a debater on the panel: "it is necessary to define the horizon that we will work in the future regarding State support and private initiative for innovation. Basic research around the world is of public financing. The State can and must leverage the private sector. These are State initiatives that regulate the environment in which innovation breathes. Public policy to support innovation must converge with private leadership".

\n\tFinep and Israel Memorandum<\/strong>
\n\t
\n\tAlso in Congress, Finep and the National Innovation Authority of the State of Israel signed a Memorandum of Understanding for cooperation in technological innovation, industrial research and development.
\n\t
\n\tThis memorandum will allow the consolidation and expansion of joint actions to promote technology and innovation, such as the public call coordinated between both agencies, whose deadline for submitting proposals ends on 06\/12\/2019.
\n\t
\n\tIn this context, innovative projects of common interest are developed by Brazilian and Israeli companies and supported respectively by Finep and the National Innovation Authority of the State of Israel.

Finep IoT primarily supports projects that result in innovations in products, processes and services based on digital technologies. The objective is the integration of virtual and physical environments in manufacturing processes, agribusiness, urban development, health and service chains. With the launch of Finep Inovacred 4.0, support for the formulation and implementation of digitization plans in smaller productive companies is now carried out through a new model.

\n\tInovacred 4.0 operations will be supported in a decentralized manner by state agents accredited by Finep. The novelty seeks to simplify the processes of analysis and monitoring of proposals, in order to allow greater agility in the contracting and release of resources. The proposed model brings as a differential the use of integrating companies, which design and implement digitalization plans in productive companies. Specialized in the provision of adaptation, customization and software development services; automation of production processes and management of industrial activity, the integrating companies will be previously accredited by Finep, as well as their services.

\n\tFor accreditation, the size, proof of capacity and technical and managerial quality in the implementation of digitalization plans will be taken into account, in addition to the recommendation of suppliers of programs and equipment linked to Industry 4.0 technologies. The list of authorized integrators as well as the validated services will be available for consultation on the Finep website.

\n\t\u201cIn general, a company cannot implement a solution that encompasses Industry 4.0 technologies without consulting an integrator company, so this is the great differential of Finep Inovacred 4.0\u201d, says the Superintendent of Innovation at Finep, Newton Hamatsu. According to him, the expected impact is a gain of at least 20% in the productivity of beneficiary companies.

\n\tThe digitization plans submitted must have a maximum value of R$ 5 million. The limit was established based on a study carried out by CNI which stipulated around R$ 1.5 million - which may reach between R$ 3 million and R$ 5 million - the average value of an industry 4.0 digitization plan, including when implemented by companies larger.

\n\tBarroso participated in the last round of the Congress, which dealt with public and private financing for innovation, which also had the presence, among other panelists, of Paulo Alvim, Secretary of Entrepreneurship and Innovation at MCTIC. According to Alvim, "we have advanced a lot in the last 20 years. Innovation is not discourse. It is a path. It is the way to guarantee productivity. \n\tCarlos Am\u00e9rico Pacheco, Director-President of the Technical-Administrative Council of Fapesp, was also a debater on the panel: "it is necessary to define the horizon that we will work in the future regarding State support and private initiative for innovation. Basic research around the world is of public financing. The State can and must leverage the private sector. These are State initiatives that regulate the environment in which innovation breathes. Public policy to support innovation must converge with private leadership".

\n\tFinep and Israel Memorandum<\/strong>

\n\tAlso in Congress, Finep and the National Innovation Authority of the State of Israel signed a Memorandum of Understanding for cooperation in technological innovation, industrial research and development.

\n\tThis memorandum will allow the consolidation and expansion of joint actions to promote technology and innovation, such as the public call coordinated between both agencies, whose deadline for submitting proposals ends on 06\/12\/2019.

\n\tIn this context, innovative projects of common interest are developed by Brazilian and Israeli companies and supported respectively by Finep and the National Innovation Authority of the State of Israel.
