Licitar Digital, an online platform that connects public bodies, suppliers and citizens, emerges as a response to these inefficiencies \u2013 especially after the new guidelines of Law No. 14,133\/21, in force since the beginning of the year.<\/p>\n

The first bidding marketplace in Brazil<\/strong><\/p>\n The first notice for a true marketplace for bidding was published by Licitar Digital last Friday (06).<\/p>\n Inspired by e-commerce platforms such as Amazon and Mercado Livre, Licitar Digital's marketplace is not a bidding method, but rather a purchasing experience for the customer, operating through auxiliary procedures such as accreditation and pre-qualification, as provided for in Law No. 14,133\/2021.<\/p>\n The marketplace allows the Public Administration to create a registry of qualified suppliers to provide products and services, allowing public entities to purchase them according to their needs with a single click.<\/p>\n This means that, after initial approval, agencies can make new purchases quickly and without the need to start the bidding process again.<\/p>\n This solution is even more advantageous for products with highly volatile prices, such as medicines, airline tickets and fuel, ensuring financial predictability for public managers. With a simple click, additional purchases can be made within this stipulated period, saving time and avoiding the 90 to 120-day wait typical of traditional tenders.<\/p>\n This first marketplace notice was carried out by the CISREC consortium of municipalities with the aim of acquiring medicines and hospital medical supplies to supply municipalities in the metropolitan region of Belo Horizonte in Minas Gerais.<\/p>\n STEP BY STEP<\/strong><\/p>\n 1. \nThe public entity identifies that it needs a product or service and publishes a notice with information on the Licitar Digital platform.<\/p>\n
\nCompanies interested in participating in the notice register on the platform and send the requested documents.<\/p>\n
\nThe public body that opened the call for bids analyzes the documents of the accredited suppliers. To participate in specific bids, companies must meet pre-defined requirements, such as presenting negative certificates, proof of technical capacity, among other documents.<\/p>\n
\nThe purchase issuance is released by the platform.<\/p>\n
\nUnlike other bidding processes, in the Licitar Digital marketplace, it is possible to purchase goods and services for up to 1 year after the process has been approved. Suppliers may change their prices throughout the period of validity of the notice. However, the decision criterion will continue to be the lowest value on the closing date.<\/p>\n
\nIn the Licitar Digital marketplace mode, payment is made faster than bids in other categories \u2013 which can take more than 60 days for payment to be made.<\/p>\n
