Solution relies on Serpro technology and is provided for in the New Bidding Law to give more transparency to the procurement process by the Public Administration across the country<\/p>\n

To make the use of public money more transparent and allow citizens to monitor the process of purchases of goods and services by the Public Administration across the country, the National Public Contracting Portal (PNCP)<\/a>. The solution is provided for in the new Bidding and Contracts Law<\/a> and centralizes information from all public and private government procurement systems and portals for dissemination of public notices, bids, minutes and contracts from all spheres of the Federation. The PNCP is managed by a committee formed by representatives of the Union, states and municipalities<\/p>\n

\u201cThe portal represents a milestone of a new era in public contracts in Brazil, not only because it is an instrument of transparency. It makes it accessible to any citizen or supplier, to research and have access to all bids, all minutes of price records, contracts signed by the Public Administration in any power, in any sphere", assessed the Secretary of Management of the Ministry of Economy, Cristiano Rocha Heckert.<\/p>\n

Serpro's president, Gileno Barreto, highlighted that the Portal is a step forward in the government procurement process and works as a central repository of information on the entire procurement ecosystem in Brazil. \u201cThe solution allows full disclosure of documents, including attachments and a set of 'metadata', which aim to facilitate research and active transparency of information. The development, based on API Rest, is a data model that brings simplicity to facilitate the integration of all systems and shopping portals. On the portal, any citizen, for example, will be able to consult the value and the supplier of any purchase of a public good or service that is made under the new Public Procurement Law\u201d, he highlighted.<\/p>\n

For the Special Deputy Secretary for Debureaucratization, Management and Digital Government of the Ministry of Economy, Gleisson Rubin, with the concentration of information in a single environment, there is another advantage: facilitating better resource management by states and municipalities, encouraging unified purchases and collaboration between entities. \u201cWe are leaving behind decades of a pernicious practice in which bidders' choices were defined behind closed doors\u201d, he stressed.<\/p>\n

The portal was developed by the Ministry of Economy's Bureau of Debureaucratization, Management and Digital Government, in partnership with Serpro, an IT company from the Federal Government, the Inter-American Development Bank (Bid) and the National School of Public Administration (Enap).<\/p>\n

Advancement in the purchasing process<\/strong>
\nIn this first version, the Portal already allows the dissemination of accreditation and pre-qualification notices; contract notices - direct, waiver and unenforceability of bidding -; price registration minutes; contracts and additive terms, including annexes, of contracts from the Union, states and municipalities.<\/p>\n

The solution should disclose information such as a unified registration system, a price consultation panel, a health price database and access to the national base of electronic invoices. It is expected that the hiring planning and management system, electronic system for holding public sessions, access to the National Register of Disreputable and Suspended Companies and the National Register of Punished Companies (CNEP) and shared management system will be made available on the Portal with the information society concerning the performance of the contract.<\/p>\n

GDP growth<\/strong>
\n\u201cWith information about public tenders and purchases in one place, it will be much easier for the government to attract better suppliers not only from Brazil, but also from abroad,\u201d said the IDB representative in Brazil, Morgan Doyle. According to calculations by the financial organization, an increase of 4% in the country's GDP would be possible only with the increase in efficiency in public procurement. \u201cFurthermore, with the launch with the consolidation of the contracts database, we can already imagine how the use of all this data will be in statistical readings or the potential for technologies that use big data and artificial intelligence\u201d, he contemplated.<\/p>\n

New Bidding Law<\/strong>
\nThe creation of the National Public Contracting Portal is a requirement of Law 14,133\/2021<\/a>, a new Bidding Law, and will be managed by a committee with representatives of the Union from each of the powers, states and municipalities, which is in the process of formalization. The portal is intended for the centralized and mandatory disclosure of the acts required by the Administrative Contracts and Bidding Law.<\/p>\n
