The ecosystem GovTech Brazilian gained new momentum with the solutions presented in the Pitch Challenge ABES CSC 2025, GovTech category, held on the day September 24, 2025 during the event CSC City, in São Paulo, an ABES and Connected Smart City initiative. Six companies took the stage to demonstrate how their technologies can transform public administration.

The innovations were evaluated by a panel of experts composed of Adriano Pitoli (Co-head of KPTL's GovTech Fund); Diogo Vasconcellos (Leader of the ABES Startups Committee); George Carvalho (Innovation Specialist at TORQ | Evertec); and Luis Felipe Maciel de Souza (Manager of the Agribusiness and Biofuels Department at Finep).

 Placarsoft

Talita Booz, Business Manager at Placarsoft, presented this fully online and responsive platform, focused on public sports managementThe solution serves more than 250 entities nationwide and is divided into modules that operate on two fronts: a system and an integrated public access portal. Placarsoft stands out as the only one that fully integrates municipal sports activities and acts as a GovTech. A highlight is its module focused on sports management. Sports ICMS, a mechanism that is in operation in Minas Gerais, benefiting municipalities that demonstrate the development of actions in the area of sports, reinforcing the direct impact on revenue and local development.

 

Betha Systems

Beth, a virtual assistant for public management, was the solution presented by Danilo Campos, Expansion Manager at Betha Sistemas. Innovation enables multimodal interaction via WhatsApp, enabling citizens to access public services and perform administrative tasks through text and audio messages within the app. Using Advanced Natural Language ProcessingBeth efficiently interprets and responds to user intentions. Its flexibility is remarkable, with API integration with various management and third-party software. The solution also ensures data privacy and security, being fully compliance with LGPD, promoting accessibility and digital inclusion by using a widely popular communication channel.

 

Agile Law

Rafael Nunes Wanderley, CEO of Direito Ágil, presented the SheProtected, a SaaS platform that integrates reception, secure reporting and intelligent management of cases of violence against women. The system is divided into three main modules: Self-service, which allows anonymous or identified complaints and requests for assistance; Administrative, which provides digital and integrated management of services, including the automated calculation of life risk based on the National Risk Assessment Form; and Analytics, which provides dashboards with anonymized data statistics to aid in the formulation of evidence-based public policies. The solution is 100% web-based, responsive, and features end-to-end encryption.

 

 

Maven

MavenDoc, platform presented by Aline Brustolin, Maven's Commercial Manager, is an advanced system that uses artificial intelligence for detection and automated removal of personal data in documents. The solution transforms documents into intelligent knowledge, offering document management with AI to extract insights valuable assets of files. Its main differentiator is the document anonymization or labeling system, which protects sensitive information and complies with privacy regulations, allowing the document to remain usable through automated data detection and removal.

 

Tolky

Marlo Carmo, CMO of Tolky, presented a GovTech solution of smart service designed to modernize the relationship between government and citizens. The platform combines multichannel and artificial intelligence with native integration into government systems, unifying multiple communication channels—such as phone, chat, email, and social media—into a single point of contact. Tolky goes beyond simple questions and answers, executing end-to-end administrative processes, automating services and integrating with official databases. With predictive analytics and intelligent routing, the solution optimizes resources and improves citizen satisfaction, while complying with security standards and LGPD. Recently, the company was selected in the CPSI notice of the National Council of Justice (CNJ).

 

1Doc Technology

Delza Assis, Institutional Relations of 1Doc Tecnologia, detailed the platform 1Doc, a cloud SaaS that aims to digitalization and organization of workflows in public managementThe solution offers online services for citizens, secure process management for civil servants, and legally binding digital signatures. 1Doc simplifies public services by replacing fragmented, physical processes with a single, unique digital journey. By digitizing the processing of documents (protocols, memos, warrants), ombudsman services and services, the platform eliminates delays and rework, expanding the transparency and efficiency for citizens and municipal employees.
