Long and bureaucratic processes, which limit participation to large (and privileged) companies and delay essential services for the population: this was the reality of the public procurement sector in Brazil until recently.
Licitar Digital, an online platform that connects public bodies, suppliers and citizens, emerges as a response to these inefficiencies – especially after the new guidelines of Law No. 14,133/21, in force since the beginning of the year.
Driven by transparency and the active participation of all involved, the company's mission is to simplify and democratize bidding processes in Brazil.
Misael Soares, CTO and co-founder of Licitar Digital, highlighted the results achieved so far: “We have completed more than 32,000 processes in three years. Our system allows processes to be completed in just 12 days on average, much faster than the traditional 90 to 120 days.”

The first bidding marketplace in Brazil
The first notice for a true marketplace for bidding was published by Licitar Digital last Friday (06).
Inspired by e-commerce platforms such as Amazon and Mercado Livre, Licitar Digital's marketplace is not a bidding method, but rather a purchasing experience for the customer, operating through auxiliary procedures such as accreditation and pre-qualification, as provided for in Law No. 14,133/2021.
The marketplace allows the Public Administration to create a registry of qualified suppliers to provide products and services, allowing public entities to purchase them according to their needs with a single click.
This means that, after initial approval, agencies can make new purchases quickly and without the need to start the bidding process again.
This solution is even more advantageous for products with highly volatile prices, such as medicines, airline tickets and fuel, ensuring financial predictability for public managers. With a simple click, additional purchases can be made within this stipulated period, saving time and avoiding the 90 to 120-day wait typical of traditional tenders.
This first marketplace notice was carried out by the CISREC consortium of municipalities with the aim of acquiring medicines and hospital medical supplies to supply municipalities in the metropolitan region of Belo Horizonte in Minas Gerais.
STEP BY STEP
1. Publication of the notice:
The public entity identifies that it needs a product or service and publishes a notice with information on the Licitar Digital platform.
2. Supplier accredits/pre-qualifies for the notice
Companies interested in participating in the notice register on the platform and send the requested documents.
3. Public entity authorizes the supplier
The public body that opened the call for bids analyzes the documents of the accredited suppliers. To participate in specific bids, companies must meet pre-defined requirements, such as presenting negative certificates, proof of technical capacity, among other documents.
4. Issuance of purchase notice
The purchase issuance is released by the platform.
5. Suppliers update the price – if applicable
Unlike other bidding processes, in the Licitar Digital marketplace, it is possible to purchase goods and services for up to 1 year after the process has been approved. Suppliers may change their prices throughout the period of validity of the notice. However, the decision criterion will continue to be the lowest value on the closing date.
6. Entity purchases at the lowest price on the payment day
In the Licitar Digital marketplace mode, payment is made faster than bids in other categories – which can take more than 60 days for payment to be made.
