The Brazilian Association of Software Companies (ABES) and Caixa Econômica Federal signed an agreement in Brasília this Wednesday (December 3rd). letter of intent focused on promoting innovation projects, smart cities, and digital and socio-environmental initiatives in Brazilian municipalities.
The president of ABES, Andriei Gutierrez, reinforced the importance of uniting efforts to expand digitalization. “The federal government is moving forward with gov.br, but we need to bring this transformation to states, municipalities, and remote regions as well,” he stated. He reminded that the organization brings together 2,000 companies throughout Brazil and already structures verticals focused on smart cities and digital health. Gutierrez also anticipated negotiations for an agreement with the Ministry of Health, aimed at the digital transformation of the SUS (Brazilian Public Health System).
The agreement aims to bring technology companies closer to the demands of municipalities and accelerate the digitization of public services. According to Jamile Sabatini Marques, Director of Innovation and Development at ABES, the protocol will allow member companies to use the TEIA space, strengthening cooperation with Caixa. “The idea is to demonstrate solutions to municipalities and contribute to improving the country. The actions begin immediately,” she highlighted.
Rodrigo Salgado, Caixa's national innovation manager, highlighted that the partnership expands the capacity to bring technological solutions to regions that need to optimize public services. Salgado cited ongoing initiatives, such as a call for proposals to select startups to support ten municipalities in tax and accounting management.

During the event, Victor Câmara, strategic manager for national corporate clients, explained that the agreement provides discounts and even exemptions on service plans, in addition to reduced rates on credit lines aimed at business development. "More than 80 associations already participate in this model. The benefits will be available to both new clients and members who already have an account," he said.

The first discussed trends for smart cities, with the participation of Alex Carreiro (Secretary of Urban Mobility of the Federal District) and Verusca Couto de Oliveira (Manager of Sustainable Finance at Caixa), moderated by Jamile Sabatini Marques. The second addressed budgeting for project financing, with Antônio Helder Medeiros Rebouças (consultant to the Senate) and Caio Moraes (Espaço TEIA), moderated by Marcelo Almeida, Director of Government Relations at ABES.
Through this partnership, ABES and Caixa aim to combine efforts to accelerate innovation, strengthen the technology sector, and expand the reach of digital transformation in Brazilian municipalities.
