On Tuesday (September 23), the Brazilian Association of Software Companies (ABES) met with the agency's directors at the newly transformed National Data Protection Agency (ANPD) for an institutional meeting. The meeting took place just days after the enactment of Provisional Measure No. 1,317/2025, which elevated the ANPD to the status of a regulatory agency, reinforcing its autonomy and organizational structure.

The meeting was attended by ABES representatives Andriei Gutierrez, Ricardo Caldas, Daniella Caverni, Francisco Espuny, Marcelo Almeida, and Thomaz Côrte Real. Representatives representing ANPD included Waldemar Gonçalves, Arthur Pereira Sabbat, Iagê Miola, Miriam Wimmer, and Lorena Giuberti Coutinho.

The agenda addressed strategic and current issues, such as the implementation of the recently sanctioned Digital Statute of Children and Adolescents (ECA Digital), the challenges of Artificial Intelligence, international data transfer and future regulatory perspectives.

The transformation of the ANPD into a regulatory agency, formalized by Provisional Measure No. 1,317/2025, represents a milestone for digital governance in Brazil. The measure grants the ANPD prerogatives equivalent to those of other agencies, including police powers, technical and decision-making autonomy, and a reinforced structure with a Public Prosecutor's Office, an Audit Office, and specialized units.

During the meeting, the ANPD's role as a promoter of dialogue between government, the private sector, and civil society was highlighted, which is essential for building a safe, inclusive, and transparent digital environment. The agency's new configuration strengthens its ability to enforce the General Data Protection Law (LGPD) and act as an autonomous administrative authority protecting the rights of children and adolescents online.
