ABES (Brazilian Association of Software Companies) officially launches its new Working Group (WG) on the Digital ECA (Digital Statute of Children and Adolescents). Law No. 15.211/2025, a regulation that aims to define new responsibilities and guidelines in the Brazilian digital ecosystem, by expanding the comprehensive protection of children and adolescents in the environment. online, keeping pace with the technological and social transformations of recent years.

The GT leadership is under the command of two specialists from the Prado Vidigal Advogados law firm, an ABES associate. They are: Luis F. Prado, Master in Digital Law and Information Society from the University of Barcelona, and Paulo Vidigal, postgraduate in Electronic Law (EPD) and Civil Procedural Law (PUC-SP). Both are certified professionals in AI and Data Protection by International Association of Privacy Professionals (CIPP/E, AIGP, FIP).
The Working Group is committed to maintaining ABES as a qualified interlocutor, promoting continuous dialogue with the authorities and offering practical input so that its members can sustainably adapt to the new legislation.
Articulation and representation
Among the objectives of the working group is the close monitoring of the regulation and implementation of the law, monitoring and engaging in dialogue with bodies such as... ANPD (National Data Protection Agency) it's the Ministry of Justice. One of the critical points is the regulatory decree, currently being drafted by the Executive Branch. The goal is to ensure that the sub-legal regulations take into account the operational realities of companies, especially startups and SMEs, which may face difficulties if the regulations are not balanced.
“The Working Group exists so that the sector can be an active part of the solution, and not merely a passive recipient of obligations. ABES brings together approximately 2,000 companies, responsible for roughly 801% of the revenue of the software and services sector in Brazil. Our role is to give voice to these companies, always working collaboratively.“,” reports Paulo Vidigal.
The group is already reaping the benefits of a previous Task Force that worked on the topic in 2025. ABES was one of 70 entities that contributed to the public consultation on... age verification in 2025. The association's warning was crucial: the need for viable and interoperable technical standards to prevent the new obligations from becoming insurmountable obstacles for national companies.

With the law scheduled to come into effect in March 2026 and increased enforcement expected in 2027, ABES views the extension of the ANPD's deadline to February 2026 with caution.
