The objective of the partnership is to promote the strategic rapprochement of Brazilian software companies with China's innovation ecosystem

Beijing, China, March 31, 2025 – During the ZGC Forum 2025, held in Beijing, the Brazilian Association of Software Companies (ABES), whose purpose is to build a more digital and less unequal Brazil, and the international division of the ZGC Group, one of the main organizations responsible for fostering innovation and technological entrepreneurship in China, formalized the signing of a letter of intent, which marks the beginning of a strategic partnership between the technology ecosystems of Brazil and China. The agreement was signed by Feng Bo, representative in Brazil of ZGC International Holding Limited, and by Rodolfo Fücher, vice president of the ABES Board.

Linked to the management of the Zhongguancun technology park — known as the “Chinese Silicon Valley” — the ZGC Group operates with an annual budget of over 10 billion yuan (approximately US$1.4 billion), covering initiatives in research and development, internationalization of startups, business incubation and support for public science and technology policies. The group plays a strategic role in the articulation between government, academia and the private sector, with a strong international presence. In addition, it manages an investment fund and holds one of the largest technology fairs in the country, with the aim of positioning China as a protagonist in the next wave of technological innovation.

The central proposal of the letter of intent is the creation, with the support of ABES, of a “China Desk” in Brazil, which will function as a permanent platform to facilitate business connections, identify opportunities for technological collaboration and support the internationalization of Brazilian and Chinese companies. The initiative aims to promote strategic partnerships, support joint ventures and collaborative projects, guide Chinese companies interested in the Brazilian market and help Brazilian companies access the competitive Chinese technological ecosystem. The parties have committed to formalizing the operational details of the partnership within the next 90 days.

The agreement was made possible through an official invitation from the Chinese government to ABES, and the signing of the document represents an important step towards strengthening bilateral relations in the field of innovation and the digital economy, opening new perspectives for joint growth and global competitiveness of companies from both countries.

In this sense, repositioning the technology sector and driving innovation in Brazil are central commitments of the new ABES board, which was recently sworn in. “Our companies have made considerable progress in developing strategic technologies for the development and competitiveness of Brazil. Therefore, it is essential to strengthen its global partnerships, and we will work to prioritize the most innovative ecosystems on the planet, such as the ecosystem led by ZGC in China, to become one of the greatest global powers in IT,” says Andriei Gutierrez, president of ABES.
