Program in partnership with IEA-USP seeks PhDs and PhD candidates to advance the agenda of digital transformation and public policies; applications are on a rolling basis.

The Brazilian Association of Software Companies (ABES) announces the launch of the 2026 call for applications for its Fellowship Program. think tank – Center for Intelligence, Public Policy and Innovation. The big news for this cycle is the significant expansion of the list of research topics, opening up new avenues of study that are crucial for the technological and regulatory development of the country.

Created in 2023 in strategic partnership with the Institute for Advanced Studies of the University of São Paulo (IEA-USP), the Think Tank's mission is to produce high-level knowledge to support the creation of public policies focused on digital transformation and innovation in Brazil.

New areas of research

For the 2026 cycle, ABES is seeking researchers capable of contributing to a diverse agenda. In addition to traditional themes, the new call for proposals includes emerging and high-impact areas, including: Best Practices in Strategic Growth, ESG (Environmental, Social and Governance), Digital and Open Government, ID Tech and Digital Identity, Data Intelligence and Governance, Intellectual Property, Tax Reform in the Technology Sector, Startups, as well as Regulatory (including LATAM), Labor and Legal Security aspects., between others.

The selection process works in continuous flow Throughout the year 2026. The call for proposals is aimed at doctoral students, postdoctoral fellows, and researchers with a completed doctorate, affiliated with national or international educational institutions. Those selected will execute a Work Plan for 12 months, renewable for an equal period. 

Impact and knowledge production

The strategy of think tank It goes beyond academic research. It envisions the active participation of fellows in public hearings, live streams, interviews, meetings with stakeholders and events, promoting dialogue among the various actors in the innovation ecosystem.

“Researchers reflect on trends, study, debate, and propose solutions to the country's main challenges, considering that new technologies are vectors of profound transformations,” highlights Jamile Sabatini Marques, Director of Innovation, Promotion, and Research at ABES.

The quality of the program is attested to by the intellectual output already produced, including the launch of two fundamental books for the sector (available for free download): “"Technology and Innovation: Connecting public policies and Brazil's competitive growth"” and “"Technology and Innovation: Public Policies and Regulatory Aspects of the Sector"”.
