With the implementation of an interoperability platform, the government allows state entities to access or exchange information in a more secure, standardized, traceable, and auditable way; the model avoids duplication, generates operational efficiency, and benefits citizens.

The Government of the State of Ceará and Valid, a Brazilian multinational secure identification company, have been undertaking, for some years now, the challenge of digitizing the state's services and entire infrastructure. Among many developments, one of the challenges was implementing interoperability – an ecosystem where all state entities can draw from the same data source, with access limited according to their respective responsibilities, and fully standardized information. Currently, the Ceará government and Valid celebrate more than two million messages exchanged between seven state entities.  

In a secure, standardized, traceable, and auditable manner, these State Government institutions exchange information, such as biometric data, through a high-performance integration layer, using data interoperability technology already employed in other countries, such as Estonia, Ukraine, and Japan. This technology allows for decentralized data sharing, ensuring security and respecting the data ownership of the entities responsible for each information group.

The main challenge, before the interoperability system was available, was the inefficiency in validating biometric and biographical data in official databases.

Why are some questions important?

  • Standardization:
    • Previously, each entity needed to request registration data from the citizen, without the possibility of validation or verification. With interoperability, the data can be consulted, allowing for reuse, eliminating duplication and the risk of fraud.
  • Integration:
    • It allows for the consultation and reuse of data without loss of control by data providers.
  • Public safety:
    • It combats identity fraud by enabling the validation of citizens' data in official databases.
    • Secure access to biometric data by security and police agencies.
    • More efficient police investigations with reliable data, without loss of autonomy.
  • Efficiency:
    • Integration between systems to offer more efficient public services.
