ABES SUMMIT 2025

A panel on regulation and innovation will bring together experts to discuss whether new tax and regulatory rules are a step forward or an obstacle for the technology sector in Brazil and around the world.

The Brazilian Association of Software Companies (ABES), whose mission is to build a more digital and less unequal Brazil, announces the ABES Summit 2025 on October 8th at the JW Marriott in São Paulo. The 15th edition of the event has as its central theme "Digital Frontiers: Geopolitics, Technology, and Sustainability," reaffirming the organization's role in leading the most relevant debates for the future of the technology sector and the digital economy in Brazil.

Among the program's highlights is Panel 6: "Global Technology Regulation – Harmonizing Innovation, Security and Rights," which will bring to light an increasingly urgent issue: how new taxation and regulatory frameworks can impact competitiveness, investment and technological innovation in Brazil and internationally.

"Brazil needs to find a balance between revenue collection and stimulating innovation. The new tax system could be an important step toward ensuring fiscal sustainability, but it also poses the risk of hindering investment in research, startups, and international competitiveness. This debate is crucial to determine whether we are facing progress or an obstacle to the technology sector," says Andriei Gutierrez, President of ABES.

The panel will feature the participation of Fabro Steibel, executive director of the Institute of Technology and Society (ITS), a reference in digital policies and regulation of new technologies; Igor Marchesini, special advisor to the Ministry of Finance, focusing on tax and regulatory policies related to the technology sector; and Caroline Rocabado, leader in Privacy and Responsible AI Governance at DASA, bringing the perspective of the healthcare industry and data ethics, and will answer questions such as:

  • What are the impacts of the new taxation on investments and the global competitiveness of the software industry?
  • Can current tax rules attract or repel innovation and foreign capital?
  • Is it possible to build international regulatory frameworks that reconcile revenue collection, digital rights, and security?
  • How will strategic sectors, such as healthcare, be affected by AI tax and governance rules?

"These are questions that can no longer be postponed. The answers will determine whether Brazil will remain merely a technology consumer or whether it will be able to lead in innovation and export digital solutions. The ABES Summit is the space to spark this debate with depth and responsibility," says Andriei Gutierrez, President of ABES.
