The Research Incentive Fund Association (AFIP), the largest clinical analysis laboratory in the SUS outpatient network throughout the country for over 10 years, announces that it is using the Qlik platform, a global leader in data integration, analytics and Artificial Intelligence (AI) to accelerate digital transformation and foster innovation in the organization. The initiative aims to optimize operational efficiency for more assertive and strategic decision-making based on data. It also seeks to democratize access to information for employees by creating effective digital governance and security policies that comply with the General Personal Data Protection Law (LGPD). The project developed at AFIP with the data integration, data quality and analytics Qlik has a partnership with Grupo Inteligência de Negócios (IN), Qlik® Master Reseller in Brazil.
“AFIP is on a journey towards an increasingly data-driven approach, aligned with emerging trends in advanced analytics for a highly innovative future with greater efficiency and productivity in the organization,” says Priscilla Neves, Director of People Management & Culture at AFIP. According to the executive, AFIP is in a new phase to further promote the responsible use of data and bring significant benefits to employees and patients. “We have even created a data committee to develop initiatives effectively, with professionals from different areas of AFIP. Thus, we want to promote a collaborative environment of data literacy, addressing the company’s needs in a multidisciplinary manner. With this, we are already carrying out actions focused on several fronts, including People Data Analytics, for example, with processes with empathy and active listening to employees’ opinions regarding what the data is demonstrating about our operations. Thus, we promote a culture also focused on people to integrate humanized perceptions into the data and facilitate the identification of possible inconsistencies,” she says.
Among the ongoing actions as part of the institution's digital transformation is the development and improvement of its strategic people management dashboard, in a project involving the data committee and the people management and culture area of AFIP. One of the main challenges faced by the organization was organizing cash flow with the payment of overtime and the management of employees' time bank. The company had isolated time bank and overtime data. Considering the critical nature of the work and specialized labor required at AFIP, which works with diagnostic medicine, teaching activities, scientific research and community health care, with an emphasis on public service, it was important to have a platform that allowed the correlation of this information, including to analyze the team's availability and whether there were employees with a negative balance and receiving overtime, for example.
Based on this scenario, a project was put into practice to decentralize data and streamline business solutions, which integrated information on time banks and overtime payments into a single panel, based on the Qlik platform, using concepts of storytelling in graphs, indicators and filters so that users could have a high, intuitive and dynamic user experience. The platform is automatically updated with information from AFIP HR applications and separates employees into groups based on their time bank status.
Based on analyses carried out using structured and correlated information, AFIP is able to more proactively determine shifts at the most appropriate times, increasing the compensation of the time bank more efficiently so that overtime remains balanced, also enabling the optimization of cash flow. As a result, there was a reduction of 50% in the amount of overtime for a representative group.
Around 200 managers are already using the implemented analytics platform. The dashboard ensures data security, and managers can only view macro and analytical information about their team members, promoting transparency in the organization with employees and compliance with the LGPD. Other employees can also view the data anonymously, creating a data-driven culture in the organization.

According to the executive, offering in-depth insights with enhanced analytics based on reliable, quality data makes it possible to increase efficiency, productivity and optimize resources for an innovative future. “We are happy to be alongside AFIP on this path of data-driven digital transformation,” he says.
Another new feature being introduced through Qlik’s data integration, data quality and analytics platform is predictive analytics. With an extensive production chain, AFIP has frontline healthcare employees involved in collecting biological materials and conducting research. During outbreaks, for example, demand for its services increases significantly, while there may also be an additional impact due to employees being laid off if they contract the disease.
Predictive analyses will be performed using historical databases of employee time banks, seasonality, laboratory applications and customer relationship management systems (CRM), for example, to anticipate trends. This way, AFIP will be able to prepare in advance to increase its operational capacity more efficiently. The information will help AFIP adjust the number of professionals, equipment, resources and supplies when necessary, avoiding overload, improving efficiency and ensuring that the materials it requires are available when it is most needed.
